Shoe runs very large

This lovely shoe runs at least a full size too large. I have purchased many shoes from this store; this is the first problem I have encountered. In addition to the poor quality control on size I am being charged a $15 restocking fee. Also, several weeks have passes, I have confirmed the store received the returned shoes but I have not received my refund.
